Horishni Plavni is one of the youngest towns in Poltava Oblast: its official founding date is 29 November 1960, and it grew on the site of the hamlets and villages of Horishni Plavni (Horyshniaky), Pashky, Tyshchenky and Iskra. The name comes from the Dnipro floodplains, which were divided into lower and upper (horishni) ones; in the Hetmanate era the land belonged to the Keleberda company of the Poltava Regiment. In 1961 construction of the Dnipro (from 1981 Poltava) Mining and Processing Plant began near the Horishni Plavni and Lavrykivka ferruginous quartzite deposits. The settlement became a town on 24 April 1972 and a town of oblast significance on 6 April 1977. Until 2016 it was called Komsomolsk; on 19 May 2016 the Verkhovna Rada renamed it Horishni Plavni.
Locals are proud of the rowers of the Hirnyk club. Canoeist Liudmyla Luzan (1997), who lives in the town, won silver at the 2020 and 2024 Olympics and bronze at the 2020 Games. Resident canoeist Dmytro Yanchuk (1992) took Olympic bronze in 2016.
The town lies on the left bank of the Dnipro by the Kamianske Reservoir, surrounded on three sides by the Psel, the Dnipro and Barbara Bay. Landmarks include St Nicholas Cathedral, the Protection of the Mother of God sculpture (2006) on a Cossack mass grave, the Obelisk of Glory (1974), the local history museum and the Palace of Culture and Creativity. The Poltava Mining and Processing Plant, producing iron ore pellets, anchors the economy, and the Lisovi Ozera and Zaplavy Psla reserves are nearby. Town Day is 24 April.
